Part A: Job Specification

 

 

Job Purpose

 

      Develops the North Field Expansion (NFXP) Offshore Business activities and advises the Project Management Team (PMT), particularly Head of Business Support in relation to QatarEnergy LNG internal processes and procedures.

Co-ordinates the hiring process for all OCR new hires.

Coordinates the CV process for all ITPs both SIS and TPIS.

Provides advice and support in the implementation of Qatargas Project Management System (QGPMS) processes, provides necessary guidance, clarification and support in complying with QGPMS expectations from project concept select stage until project closeout.

Advises the requirements for all project deliverables and plans and checks they are fully prepared by the Project Management Team (PMT)to ensure passage through Gates 2,3,4 and 5 as per QGPMS.

Co-ordinates the  project management system aspects of the project with other disciplines on PMT, as necessary.

Liaises with EPC contractor to ensure its deliverables are complete and aligned with company to support passage through Gate 4 and Gate 5.

 

 

 

Key Accountabilities

(Duties include but not limited to)

 

      Advises PMT team on the QGPMS process and ensures all aspects of each Gate deliverable is produced in a timely manner. Formulates the road maps to be in line with the DRAM.

Facilitates the hiring process for the NFXP Project PMT team, arranges for interview details, once the candidate is selected advise MPR (Major Projects Recruitment) and request negotiations to be started. 

Maintain personnel management registers by updating the details of each hiring process with MPR (Major Projects Recruitment).

Co-ordinates CV request from SIS and TPIS agencies as needed, advises candidates selected to Contract Specialist.

Provide effective support to the NFXP offshore Project, in respect to the successful implementation and stewardship of key aspects of the QGPMS processes.

Provide coordination, guidance and support in preparation of Gate deliverables to projects, including Roadmap, deliverables,  Responsibility & Authorities Matrix (RAM) and QGPMS compliance.

Participate in the planning, coordination and successful execution of project reviews (Independent Project Review, Cold Eyes Review, Construction Readiness Review, Design Readiness Review,  Internal Assessments etc.) including identifying and organising team members to ensure project reviews are conducted "independently". Stewards the closure of actions from these reviews and assessments to ensure timely and proper completion.

Maintain QGPMS project key milestones/activities schedule, working with the assigned focal points on monthly updates, ensure timely completion of all the activities and ensure necessary documents are being archived.

Job Context & Major Challenge(s)

 

      Co-ordinates for all Project aspects of the recruitment process inside and outside Qatar.

Co-ordinaates QGPMS support and works with EP&S subject matter expert.

Advises on solutions through functional support and guidance on QGPMS queries, utilising knowledge, expertise and judgement in proactively making decisions and solving problems related to a specific discipline/field.  Maintains quality documentation to support timely resolution on issues, using precedent based references, benchmarks, and lessons learned to ensure system effectiveness. 

Major challenges of the role are:

Qualifications

 

 

    Bachelor's degree however any qualification, technical or knowledge requirements may be waived through relevant work experience.

 

 

 

Knowledge and/or Experience

 

    Preferred 8 years of experience in administration support experience with Oil and Gas Project and Senior Management.
