The Project
Bechtel is seeking to work with a major Indian corporation to provide Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of their existing petrochemical facilities in India. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.

Position Overview
Career growth opportunity for a self-motivated, high performing Engineering Manager with Chlor-Alkali, PVC, Ethylene Cracking or VCM experience seeking technical/leadership challenges in the oversight of a multi-billon dollar upgrade/expansion. Each PMC Area Engineering Manager will lead the deployed engineering team in one of the EPC contractor’s offices as they develop their ISBL design.
 
Position Summary


You will be responsible for managing, planning and coordination of one of the ISBL deployed PMC engineering teams and have technical responsibility for interpreting, organizing, executing and coordinating the teams’ work.  You will report into the PMC Project Engineering Manager who will lead the Core engineering team in the Client’s offices.  
 
Responsibilities


•    Continuously drives for technical excellence, safety, efficiency and quality.
•    Promotes the principles of the Owner and PMC’s equality and diversity policy, treat people with courtesy, respect and consideration and conduct yourself professionally at all times.
•    Champions the creation of a work environment, supported by leadership which fosters openness, trust, communication, teamwork, empowerment, innovation and satisfaction on the project or program.
•    Makes recommendations from engineering team members to Core team for Owner approval.
•    Works closely with all the engineers and other deployed functions (Project Controls and Supply Chain). Manages inputs of project progress and status, including communication of assigned activities of both the PMC team and the EPC Contractors.
•    Provides technical and administrative guidance to assigned PMC engineers.
•    Develops and reviews engineering staffing plans for their deployed PMC team.
•    Manages and drives learning and development of the PMC engineering staff
•    Participates in project planning to provide technical guidance in engineering reviews.
•    Inputs to and reviews project schedules and approves staffing manning level for engineering personnel.
•    Keeps informed on the status of the project involving assigned personnel with respect to schedule, budget, work quality and Owner satisfaction and contributes leadership, experience and expertise in the solution of any problems encountered.
•    Promotes best practices among teams across all departments without creating silos, drive and develop training for process, tool, automation and continuous improvement
•    Coordinates with other leaders within the project organization to ensure that multi-discipline interfaces are properly addressed with resolution of technical issues in a timely manner.
•    Coordination of EPC Contractor document reviews and ensuring contract requirements are met.
•    Ensures that changes are not directed to Contractors outside of the change management process set forth in Contracts Management Procedure.
•    Liaises with the PMT engineering team in the Core team, based in the Client’s offices.
 
 
Skills and Qualifications


•    A recognized bachelor’s degree in engineering from an accredited college or university and experience in EPC and/or operating industry, and ideally previous PMC experience.
•    A professional license (i.e. Chartered Engineer) in an engineering discipline from a recognized licensing board (or international equivalent) is preferred
•    Excellent knowledge of technical theory, engineering principles, good engineering practices and how to apply them for design execution
•    Experience with major regulations and industry codes and standards affecting standard design, quality, or processes, particularly those applicable to projects in India
•    Design and/or operating experience in Chlor-Alkali, PVC, Ethylene Cracking or VCM plants.

Assignment conditions

If you are successful Bechtel will organise your relocation and logistics (Indian visas, travel, and provision of accommodation in Mumbai)

If you are open to relocation: - We will provide accommodation for you whilst you are in country (single or accompanied by spouse).

If you prefer rotation: - Our single status rotational schedule is an option for you. This means that you would mobilise and spend 10 weeks working in country and then you would go home to UK for 2 weeks and so on for the project duration.
