Project Overview:

Bechtel is seeking to work with a major Indian corporation to provide Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of their existing petrochemical facilities in India. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.

 

You will bring your experience and expertise to the PMC role while working within the customer’s organization as part of an integrated team. Position Summary:

Candidate is responsible for assigned activities within the Civil / Structural / Architectural engineering discipline on the project.  Applies broad and diversified knowledge of engineering principles and practices.  Makes decisions independently concerning problems within the discipline. Represents the discipline on the project with Contractors and Owner to resolve technical questions and as required to coordinate work.

 

Essential Job Duties:

  • Plans, develops, coordinates and reviews complex engineering work within a discipline on large, complex projects or assignment in support of a global business unit. 
  • Coordinates and interfaces with the day-to-day technical work of discipline engineers, scientists, specialists, designers, and drafters. 
  • Manages technical discussions with third parties (client, suppliers, regulators) to facilitate appropriate technical decisions. 
  • Prepares or oversees the preparation of discipline estimates and work plan in accordance with project scope, schedule, and budget, and manages implementation and performance accordingly. 
  • Coordinates with client representatives to obtain approval on phases of work. 
  • Reviews significant bid summaries, major drawings and staffing estimates and schedules. 
  • Reviews and approves key engineering drawings and calculations, including field and design documents relating to the discipline. 
  • Coordinates assigned engineering work with other project groups. 
  • Mentor engineers, scientists, designers, and drafters by providing appropriate on-the-job training for their professional development. 
  • Openly communicates with conviction and confidence in all technical and business matters throughout the company. 
  • Promotes the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. 
  • Oversees works to be performed by the design contractors (including design production/ reviews, dashboard reporting, earned progress evaluation/ staffing levels, quality of design, co-ordination between disciplines and other entities). 
  • Maintain good knowledge of Engineering Department Procedures (EDPs), Bechtel design guides, appropriate Bechtel Standard Application Program (BSAPs) and administrative practices. 
  • Provide technical support to resolve construction and startup questions and issues. 
  • When necessary, has the technical competence to independently develop deliverables and conduct design reviews. 
  • Communicates complex technical issues and recommends solutions to senior project engineering management. 
  • Supports the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.  

 

Required Basic Qualifications:

  • A recognized degree in an engineering or scientific discipline, from an accredited college or university and 13+ years of experience (EPC experience preferred)
  • A professional license in an appropriate engineering or scientific discipline, from a recognized licensing board
  • Specialized courses in relevant general engineering, design or science or an appropriate engineering discipline
  • Broad progressive work experience in design engineering, science, or other relevant types of engineering such as systems startup, field engineering or plant operation in large industrial plants, utilities, process plants, or engineering/ construction firms. 
  • Thorough understanding of the roles played by other engineering disciplines and departments on projects, and their interfaces with the CSA team, including construction practices and the economics involved. 
  • Knowledge of the application of Engineering to plant constructability as applied to construction methods and materials. 
  • Knowledge and understanding of commercial aspects and procurement strategy of Structural Steel, and other CSA bulks. 
  • Thorough understanding of Engineering planning and control methods. 
  • Broad knowledge of industry codes and standards such as ACI, OSHA, PIP, ASCE, AISC etc. 
  • Skilled in oral and written communication. Able to work in project groups with shared-work teams globally, to progress project deliverables. 
  • Able to troubleshoot issues in a field or job site setting confidently, and to provide instruction on how to resolve issues identified. 
  • Able to provide training on for groups within and external to Civil/Structural/Architectural Engineering, as required. 
  • Able to mentor junior engineers.  

 

Preferred Qualifications:

  • Specific experience in planning and executing greenfield or brownfield projects in one or more of the following market segments: 
  • Natural gas processing including liquefaction and regasification. 
  • Coal, gas, or biomass to chemicals such as methanol and ammonia 
  • Petrochemicals such as HDPE, LDPE, MEG, PET, PTA, PVC, and others 
  • Carbon capture and sequestration 
  • Solar and/or combined cycle power plants 
  • Hydrogen value chain including reforming, liquefaction, transportation and fueling stations. 
  • Offshore and onshore pipelines 
  • Desalination, raw water, demineralized water, and wastewater treatment plants 
  • Familiarity with current process technologies and licensors associated with the above.

 

Job Knowledge:

  • Skilled in oral and written communication. 
  • Knowledge of systems, calculations, equipment, applications of methods, plant layout, materials, and computers for preparation of complex analyses and development of complex project deliverables within the discipline. 
  • Knowledge and understanding of technical and cost issues related to selection of complex design features within the discipline. 
  • Knowledge of engineering work planning and control methods. 
  • Knowledge of precedents in the discipline and of principles and practices of related disciplines. 
  • Knowledge of related construction practices and the economics involved. 
  • Extensive knowledge of industry/regulatory codes and standards, and of design and/or layout criteria pertinent to the specific discipline. 
  • Familiarity with unique state-of-the-art technology, specialized suppliers of systems, equipment, and materials in global business environment.

 

Assignment conditions

If you are successful Bechtel will organise your relocation and logistics (Indian visas, travel, and provision of accommodation in Mumbai). Duration 18-24 months.

If you are open to relocation:

-             We will provide accommodation for you whilst you are in country (single or accompanied by spouse).

If you prefer rotation:

-             Our single status rotational schedule is an option for you. This means that you would mobilise and spend 10 weeks working in country and then you would go home to UK for 2 weeks and so on for the project duration.
