Bagram - Ramp Operations Manager job in Bagram at WSP Louis Berger

Louis Berger Services is currently looking for a qualified Ramp Operations Manager to support a project at Bagram Airfield, Afghanistan.

All candidates must pass a pre-employment drug test and background check.

Perform all tasks associated with the safe and correct operation of the Air Terminal as directed by management, regulations, policies, Instructions and the Performance Work Statement. 

DUTIES AND RESPONSIBILITIES:

1. Ramp Operations Manager acts as Alternate Station Manager when required.
2. Responsible for all aspects of Ramp Operations.
3. Ensure safe loading and unloading of cargo and baggage on and off government owned or contracted aircraft, surface conveyances, and commercial pallet dollies IAW AFI24-605, Volume 2 and other applicable instructions.
4. Ensure all Aircraft Services employees are trained in accordance with PWS and scope requirements.
5. Formally document training in the employee training records.
6. Decertify all employees that fail evaluations and provide refresher training.
7. Ensure proper validation, selection, staging and upload aircraft loads utilizing the load plan.
8. Ensure proper section to facilitate onward movement of cargo/mail.
9. Ensure build-up / break-down baggage pallets, multi-pallet trains, loose cargo, and mixed pallets.
10. Ensure all workforce is properly trained to operate GATES / GDSS systems as required.
11. Responsible for section safety program.
12. Ensure all Cargo Processing, Special Handling, and Load Planning functions are accomplished in accordance with AFI24-605, Volumes, DTR 4500-9 Parts 2 and 3, and AFMAN 24-604 and other applicable instructions.
13. Accurately complete / submit all Performance Work Statement (PWS) reports.
14. Monitors terminal inventories and joint inventory of special handling cargo procedures.
15. Ensure cargo is processed within six (6) hours of receipt or release from frustrated status.
16. Ensure timely pick-up / release of cargo and mail.
17. Monitors GATES reports to ensure data base integrity.
18. Test manual procedures and ensure employees are properly trained on manual procedures.
19. Ensure surface conveyances are safely and properly loaded.
20. Ensure maximum aircraft utilization based upon available airlift and existing port backlogs.
21. Ensure on-time aircraft departures.
22. Responsible for ensuring the coordinated movement of Air Mobility Command (AMC) Mission Impaired Capability Awaiting Parts (MICAP) assets.
23. Responsible for ensuring the coordinated support of NATO/Foreign Aircraft Support with TACC/AMD or other support agency.
24. Ensure proper coordination of DV missions support to all concern sections is accomplished.
25. Responsible to ensure coordinated activities for explosive shipments and monitor explosive movement requirements with all agencies and downline stations.
26. Manage the IHAT program.
27. Ensure all LBS controlled areas are clean and neat in appearance.
28. Ensure all vehicles are parked in accordance with the published vehicle parking plan.
29. Establish and publish comprehensive work schedule.
30. Accomplish a daily attendance report and forward per directives.
31. Oversee the safe and correct operation of K-loaders, forklifts, buses, tugs, vans or other required vehicles safely, ensure daily inspection utilizing check lists and AFTO forms and ensure vehicles in need of repair or service are properly turned in to maintenance.
32. Perform supplemental duties in Aircraft Services or other work centers as required by the Station Manager.

1. Must have six (6) years of experience with GATES systems and Air Terminal Ground Handling requirements.
2. Shall have extensive experience with administrative leadership, and a working knowledge of aerial port operating procedures to include aircraft loading procedures that allows them to supervise and execute the services required in the Performance Work Statement.
3. Safety Professional and Subject Matter Expert on applicable regulations associated to Aerial Port Operations.
4. Must have computer skills and be able to operate a variety of computer programs. Must be detail oriented, motivated and drive to perform at a high level. 
5. Must be able to comprehend English to include reading and writing.
6. Must maintain a valid driver’s license.

2. You will be required to maintain Secret clearance.
