KeolisAmey Metrolink a joint venture between Keolis and Amey, was awarded the franchise to operate and maintain Greater Manchester’s Metrolink for Transport for Greater Manchester until 2027.
In April 2020 Metrolink expanded to Trafford Park (TPL) the extension added six new stops to the existing Metrolink network, taking the total number of stops to 99, across a tram network now more than 100km in length.
The focus of the franchise is to boost services and implement a series of service improvements to make journeys better for passengers. This means cleaner trains and stations, more reliable lifts and escalators, more efficient and reliable station maintenance and faster passenger journeys. Maintaining the network’s 99 per cent reliability record and ensuring it remains one of the best performing railways in the UK is a key priority.
Purpose of the role
Ensure KAM is compliant with its procurement and regulatory obligations.
Support and help inform the SMT’s decision making.
Ensure robust and compliant contracts are in place with KAM’s suppliers.
Manage and mitigate risks/issues which arise.
Reduce costs and financial exposure
To be the primary point of contact for Procurement support at Keolis Amey Metrolink (KAM) with specific responsibility for the development of procurement strategies and policies to achieve best value for money across all areas of spend through sourcing, supply and performance management.
To advise the Finance and Commercial Director, the wider KAM Executive and Senior Management Group on all procurement decisions and potential contractual risks which may affect the Franchise.
Responsible for sourcing, negotiating, awarding and service implementation with direct communication to vendors and in-house stakeholders.
To identify, communicate and implement strategic sourcing opportunities, ensuring that key strategic suppliers/partners re utilised, well managed and best practices are leveraged.

Delivery of a robust Procurement Strategy that is aligned with the KAM and TFGM strategy.
Build a sustainable high performing and cost-effective procurement function.
Deliver significant efficiencies through the professionalisation of our maintenance and repairs procurement and demonstrable savings on other goods and services.
Engage with key stakeholders to ensure that business strategy and functional business needs are understood and are being met effectively.
Build a network to ensure we leverage the purchasing power of shareholders and other stakeholders where possible.
Ensure that procurement is delivered effectively across the lifecycle of the franchise against set targets, SLA’s and KPI’s.
Develop & lead a best in class procurement team, ensuring governance and adherence to all relevant rules and policy.
Act as the Organisation's lead expert on procurement and contract management; provide a coherent framework within which you will be responsible for developing the Organisation's managers as competent procurement practitioners.
Actively promote ethical procurement practice and delivery of social value throughout our supply chain.
What we are looking for
Demonstrable experience of operating in a complex, fast moving, multinational business in a senior procurement management capacity.
Professional procurement qualification or equivalent.
Clear determination to deliver innovative procurement solutions.
Capacity to thrive in a challenging and dynamic environment.
Strong negotiation skills, forging consensus around credible, executable solutions.
Excellent written and oral communications skills, confident and impactful presenter.
