Overview

Louis Berger Services is currently looking for a qualified Load Planner/Capabilities Forecaster to support a project at Bagram Airfield, Afghanistan.

All candidates must pass a pre-employment drug test and background check.



Responsibilities

Perform all tasks associated with the safe and correct operation of the Air Terminal as directed by management, regulations, policies, Instructions and the Performance Work Statement. 

 

DUTIES AND RESPONSIBILITIES:

  1. Load Planner and Capability Forecasters ensure PWS requirements for max utilization of aircraft are fulfilled.
  2. The Load Planners must complete load plans in the Integrated Computerized Deployment System (ICODES).
  3. Facilitate safe loading and unloading of cargo and baggage on and off government owned or contracted aircraft, surface conveyances, and commercial pallet dollies IAW AFI 24-605, Volume 2 and other applicable instructions.
  4. Monitor proper validation, selection, staging and upload aircraft loads utilizing the load plan.
  5. Provide daily reports in GATES and constantly monitor GDSS systems as required.
  6. Monitor all Cargo Processing, Special Handling, and Load Planning functions to ensure compliance with AFI 24-605, Volumes 2, DTR 4500-9 Parts 2 and 3, and AFMAN 24-604 and other applicable instructions.
  7. Compile and provide to management accurate data for all required Performance Work Statement (PWS) reports.
  8. Verify terminal and joint inventories of special handling cargo procedures are properly done.
  9. Verify the proper section to facilitate onward movement of cargo/mail.
  10. Ensure cargo is processed within six (6) hours of receipt or release from frustrated status.
  11. Schedule timely pick-up / release of cargo and mail.
  12. Monitor GATES reports to ensure data base integrity.
  13. Test manual procedures and ensure employees are properly trained on manual procedures.
  14. Ensure surface conveyances are safely and properly loaded.
  15. Implement the Theater Express program.
  16. Perform supplemental duties in Aircraft Services or other work centers as required by the Air Freight Supervisor or Managers.
  17. Facilitate maximum aircraft utilization and on-time aircraft departures, including resolving situational issues, gathering, processing and disseminating information in accordance with Air Mobility Command Instruction AFI 24-605, Volume 2, and other applicable instructions.
  18. Facilitate operations to support all aerial port resources to sustain a Working Maximum on Ground (WMOG) of four (4) aircraft at one time.
  19. Maintain all necessary logs and reports mandated by all applicable regulations.
  20. Monitor Cargo Capability and receive / monitor airlift space assignments and control the port management levels by channel based on cargo/passenger backlogs.
  21. Control opportune airlift and Special Assignment Airlift Mission (SAAM).
  22. Monitor Fragmentation Orders (FRAG or FRAGOs) to ensure all updates are published to each section.
  23. Extract the necessary data from pre-published schedules / amendments and prepare, as a minimum, a daily mission schedule and provide updates.
  24. Distribute information to all terminal work centers and other sections as required by Performance Work Statement (PWS).
  25. Complete flight schedules and disseminated as per the PWS.
  26. Responsible for coordinating and execution of the Human Remains (HR) coordination program as per the requirement in the PWS.
  27. Responsible for ensuring the coordinated movement of Air Mobility Command (AMC) Mission Impaired Capability Awaiting Parts (MICAP) assets.
  28. Responsible for ensuring the coordinated support of NATO/Foreign Aircraft Support with TACC/AMD or other support agency.
  29. Responsible to ensure coordinated activities for explosive shipments and monitor explosive movement requirements with all agencies and downline stations.
  30. Responsible for ensuring diplomatic and explosive clearances have been completed with appropriate agencies.
  31. Responsible for monitoring aerial port cargo backlogs, coordinate mission planning with TACC/AMD, and coordinating Special Assignment Airlift Mission (SAAM) requirements with requesting units.
  32. Responsible for monitoring section and flight line safety procedures and take appropriate actions when required.
  33. Coordinate SAAM requirements with users, air terminal work centers, and HHQ.
  34. Coordinate inbound or outbound clearance for explosives shipments and monitor the terminal's explosive movement requirements and capability.
  35. Perform supplemental duties in ATOC or other sections as required by ATOC Manager.


Qualifications

  1. Must have four (4) years of ATOC or two (2) years of Capability Forecasting experience.
  2. Capability Forecasters shall have a working knowledge of GATES and GDSS as well as SIPR access for mission planning and coordination purposes working knowledge in performing all aspects associated to the Air Terminal.
  3. Load Planners must be Hazardous Material inspector/preparer qualified according to AFMAN 24-604. Load planners must complete load plan training requirements identified in AFI 24-605 V5 Air Transportation Standardization and Resources.
  4. Applicable Air Transportability Test Loading Activity (ATTLA) certifications. Load Planners must maintain active access to the ATTLA website. Load Planners must demonstrate the ability to interpret data from aircraft Technical Order (TO)s for load planning within aircraft limitations.
  5. Shall have extensive experience in GATES systems and be familiar with all air terminal and flight-line operations.
  6. Must have computer skills and be able to operate a variety of computer programs. Must be detail oriented, motivated and drive to perform at a high level. 
  7. Must be able to comprehend English to include reading and writing.
  8. Must maintain a valid driver’s license.
  1. You will be required to maintain a valid passport. 
  2. You will be required to maintain Secret clearance.

NOTE 1:  The Load Planning & Capability Forecasting will be required to work in all areas of ATGHS

NOTE 2:  The Load Planning & Capability Forecasting is a physically challenging position; extended periods of standing, walking, pushing and lifting are required
