The HSE Manager will serve in a key leadership role in Louis Berger Services’, Inc. (LBS) Infrastructure Asset Maintenance (IAM) practice. Reporting directly to the Project Manager, the position will have an emphasis on leading teams in a field environment. The position will have indirect reporting responsibility to the LBS, Infrastructure Safety and Training Manager. Travel of up to 50% within the state.

As part of the Project Staff, the HSE Manager will be responsible for developing and implementing the project safety and training program to assist in the successful execution of transportation asset maintenance projects. S/he will lead the project’s safety culture and train employees on proper operational safety practices. Duties and responsibilities fall into the following categories, while performing other duties and responsibilities as assigned by management.
• Must have a high school diploma or GED, bachelor’s degree preferred.
• Must have two (2) years of documented safety experience in transportation construction, engineering, or maintenance leading a safety program at a project level.
• Experience as an operations supervisor or crew foreman with oversight of field safety operations may be substituted for the fulltime safety experience.
• Have a diverse skillset and ability to motivate teams, engage with project team leaders and serve as the safety point-of-contact.
• Willing to travel as needed for project requirements and ability to collaborate with project teams while working in the field.
• Understand and abide by ethical behavior and integrity standards, per Louis Berger’s Code of Business Conduct.
• Must be knowledgeable of the Virginia Work Area Protection Manual (VWAPM), Occupational Safety and Health Administration (OSHA) regulations, Virginia Occupational Safety and Health (VOSH) regulations, incident management, severe weather management and response, major and minor crashes, hazardous and non-hazardous materials spills and any other type of related activities.
• Must have a current OSHA 30-hour Construction Industry outreach training course. Completion of the USACOE EM-385 course may qualify the candidate but the OSHA 30-hour construction course must be completed in one month.
• Must complete the 40-hour HAZWOPER course if the candidate is not already qualified.
• The following courses must be completed within the first month of assuming the role of Safety Officer: Basic and Intermediate Work Zone Traffic Control, NIMS 100, 200, 300, 400, 700, 800.
• Must have a current and valid state issued driver’s license.
• Must be able to climb ladders, work in low and high temperatures and extreme weather conditions, lift and carry up to 50 lbs, work irregular shifts as need to meet project requirements and remain calm and make sound decisions in the event of stressful emergency situations.
