Louis Berger Services is currently looking for a qualified Special Handling Supervisor to support a project at Bagram Airfield, Afghanistan.
All candidates must pass a pre-employment drug test and background check.
Perform all tasks associated with the safe and correct operation of the Air Terminal as directed by management, regulations, policies, Instructions and the Performance Work Statement.
DUTIES AND RESPONSIBILITIES:
Special Handling Supervisor acts as Special Handling Manager when required.
Responsible for all aspects of Special Handling Services and Cargo Processing Operations.
Ensure safe loading and unloading of cargo and baggage on and off government owned or contracted aircraft, surface conveyances, and commercial pallet dollies IAW AFI24-605, Volume 2 and other applicable instructions.
Ensure all Special Handling and Cargo Processing employees are trained in accordance with PWS and scope requirements.
Establish and maintain a Joint Inspection Program.
Ensure all Joint Inspectors understand responsibilities for accepting cargo entering the airlift system.
Establish relationships with all common users to ensure an understanding of redeployment timelines and movement criteria.
Provide technical assistance on Joint Inspections regarding shipping requirements for units.
Formally document training in the employee training records.
Ensure proper documentation and filing of all special handling shipments and signature service cargo.
Decertify all employees that fail evaluations and provide refresher training.
Ensure proper validation, selection, staging and upload aircraft loads utilizing the load plan.
Ensure proper section to facilitate onward movement of cargo/mail.
Ensure all workforce is properly trained to operate GATES / GDSS systems as required.
Responsible for section safety program.
Ensure all Cargo Processing, Special Handling, and Load Planning functions are accomplished in accordance with AFI24-605, Volumes, DTR 4500-9 Parts 2 and 3, and AFMAN 24-604 and other applicable instructions.
Accurately complete / submit all Performance Work Statement (PWS) reports.
Monitors terminal inventories and joint inventory of special handling cargo procedures.
Ensure cargo is processed within six (6) hours of receipt or release from frustrated status.
Ensure timely pick-up / release of cargo and mail.
Monitors GATES reports to ensure data base integrity.
Test manual procedures and ensure employees are properly trained on manual procedures.
Ensure surface conveyances are safely and properly loaded.
Ensure maximum aircraft utilization based upon available airlift and existing port backlogs.
Responsible for ensuring the coordinated movement of Air Mobility Command (AMC) Mission Impaired Capability Awaiting Parts (MICAP) assets.
Responsible for ensuring the coordinated support of NATO/Foreign Aircraft Support with TACC/AMD or other support agency.
Responsible to ensure coordinated activities for explosive shipments and monitor explosive movement requirements with all agencies and downline stations.
Manage the IHAT program.
Ensure all LBS controlled areas are clean and neat in appearance.
Ensure all vehicles are parked in accordance with the published vehicle parking plan.
Establish and publish comprehensive work schedule.
Oversee the safe and correct operation of K-loaders, forklifts, buses, tugs, vans or other required vehicles safely, ensure daily inspection utilizing check lists and AFTO forms and ensure vehicles in need of repair or service are properly turned in to maintenance.
Perform supplemental duties in Special Handling, Cargo Processing or other work centers as required by the Special Handling Manager.
Must have six (6) years of experience with GATES, trained and maintain hazardous materials inspector or preparer qualifications IAW AFMAN 24-604, Preparing Hazardous Materials for Military Air Shipments and Joint Inspector qualified IAW AFI 24-605 V5 Air Transportation Standardization and Resources.
Shall possess administrative leadership and a working knowledge of all special handling functions to include sensitive, hazardous, explosive cargo handling, ULN movements and Joint Inspection (JI) procedures that allows them to manage a Special Handling Section and execute the services required Safety Professional and Subject Matter Expert on applicable regulations associated to Aerial Port Operations.
Shall have a working knowledge of aircraft configurations, restrictions and flight-line operations.
Must have computer skills and be able to operate a variety of computer programs. Must be detail oriented, motivated and drive to perform at a high level.
Must be able to comprehend English to include reading and writing.
Must maintain a valid driver’s license.
