About Amey

Do you have QS experience in construction or property maintenance operating in a military environment? Within our defence services teams in the Secure Infrastructure division of Amey, we are seeking to appoint a Quantity Surveyor to cover the Portsmouth area on planned and reactive maintenance contracts.

We will consider suitable applications from people who are currently in Assistant QS positions or recently graduated with a Quantity Surveying related degree

You will require security clearance, and to obtain SC you will need to have resided in the UK for at least the previous 5 years



Duties

Support the Regional and Area teams with regards commercial performance, resource and stakeholder management

Technical Responsibilities

  • Ensure Security and Fraud prevention systems and processes are adhered to at all times
  • Provide cost advice and support to Additional Services
  • Ensure NEC3 contract processes and procedures are adhered to at all times, advising and supporting as required
  • Attend Risk Meetings, review risk registers and follow risk management processes
  • Identify business priorities and to plan work effectively, by building controls and milestones into plans and programmes
  • Comply with business policy and procedures, supporting continual improvement
  • Support Service Delivery and Additional Services to incorporate sustainable solutions and support the Sustainability programme incorporating the reduction of the carbon footprint and the reduction of utility consumption across the MoD estate
  • Comply with business policy and procedures, supporting continual improvement
  • Explore future possibilities and opportunities for improvement, support change initiatives and identify alternative solutions
  • Ensure compliance with health, safety, sustainability, quality and other statutory requirements
  • Support Area Relationship Improvement Plan with DIO and area specific supply chain, in line with
  • BS11000 Collaborative Business Relationships
  • Support Health and Safety best practice and safety excellence

Commercial Responsibilities

  • Deliver Change Management in accordance with NEC3 term Service Contract ensuring timescales are met by all relevant stakeholders
  • Management and resolution of queries submitted by Supply Chain regarding Core Services pricing
  • Maintain commercial control to enable planned milestone payments are achieved
  • Monitor and review Supply Chain performance
  • Manage supplier payments in line with contractual and company policy
  • Assist in the development and implementation of commercial risk management procedures
  • Attend meetings, provide reports and liaise with all stakeholders on commercial matters
  • Assist Commercial & Risk Manager in preparing dispute avoidance strategy and any dispute resolution
  • Assist Commercial & RiskManager in monitoring and presenting monthly cost reports as required to high level of accuracy


Stakehodler Management

  • Liaise closely with site and area management teams, DIO and End Users to build effective relationships
  • Ensure the Area teams are fully aware at all times of its responsibilities, obligations and limitations under the service delivery contract
  • Support the teams by communicating effectively, providing commercial guidance to stakeholders, instil confidence in others to make their own decisions. Provide advice and guidance to staff in the preparation and presentation of works proposals, reviews and updates
  • Obtain commitment from others by persuading, convincing and negotiation. Manage stakeholders utilising experience to negotiate in line with business goal requirements
  • Support operational teams with guidance on NEC3 and contract particulars
  • Assist Commercial Managers with dispute avoidance and any dispute resolution
  • Comply with the organisation's Equality and Diversity policy


What are we looking for?

  • Commercial experience in construction, property maintenance or related field including:
  • Developing cost models
  • Risk Analysis & Management
  • Preparation of work proposals/tenders
  • Dispute resolution
  • Excellent working knowledge of commercial processes
  • Strong communication, negotiation and interpersonal skills
  • Fraud prevention
  • Ability to build and maintain excellent working relationships and a collaborative working environment

Desirable

  • Experience of operating in a military environment
  • Experience of working on complex, multi- site operations
  • Knowledge of BS11000 Collaborative
  • Business Relationship
  • Understanding of how to reduce utility consumption
  • Ability and willingness to travel
  • Familiarity of Regional Prime and NEC3 contracting and requirements
  • Evidence of CPD
  • Membership of Professional Body
  • Utility & Carbon Reduction Training


Salary

This is a band C role and attracts a competitive salary plus car, 24 days holidays (plus bank holidays), 37.5 hour working week, contributory pension and access to a range of Amey Savings
